A digital marketing agency retainer in Dubai typically costs AED 7,000 to 20,000 a month for an SME and AED 20,000 to 50,000+ for multi-channel growth work. In Riyadh, typical retainers run SAR 5,000 to 15,000 for small scopes, SAR 15,000 to 40,000 for mid-market and SAR 40,000 to 150,000+ for enterprise. Ad spend sits on top.

Dubai and Riyadh are the two biggest agency markets in the Gulf, and buyers in both cities ask the same question first: what should a monthly retainer cost? The honest answer is that the headline fee matters less than what it buys. A AED 15,000 retainer that includes paid media management, Arabic content and conversion tracking can be cheaper than a AED 9,000 retainer that bills each of those as extras.

This guide compares typical retainer ranges in Dubai and Riyadh, explains the main pricing models (retainer, performance-based and project), and lists what a fair retainer should include. The figures are typical ranges quoted in the market by Gulf agencies and pricing directories, with each source named. They are not Hovi Digital Lab's rate card.

  • $5,000 to $50,000 per month is the range of digital marketing pricing reported by Clutch, a global figure (Clutch, September 2026)
  • $25 to $49 per hour is what most digital marketing agencies listed on Clutch charge (Clutch, September 2026)
  • 10% to 20% of ad spend is the common management fee for paid media in both Dubai and Riyadh (Digital Gravity, June 2026; 247 Agency, June 2026)
  • 34.4 million internet users in Saudi Arabia and 11.3 million in the UAE, both at 99% penetration (DataReportal Digital 2026, October 2025)
  • 3 to 12 months is the usual agency contract length quoted in Dubai (Digital Gravity, June 2026)

Retainer costs in Dubai vs Riyadh

Both currencies are pegged to the US dollar, so one dirham is worth about 1.02 riyals. That makes the two markets easy to compare: the numbers on a Dubai proposal and a Riyadh proposal mean almost the same thing.

Basis: Dubai tiers from Digital Gravity's Dubai pricing guide (June 2026). Riyadh tiers combine 247 Agency's Saudi cost guide (June 2026) and Entasher's Saudi agency cost guide (2026), which puts mid-market retainers at SAR 15,000 to 40,000 and enterprise at SAR 40,000 to 150,000+.

Where the two cities differ

The starter and SME bands are close to identical. The gap opens at the top. Riyadh's enterprise ceiling is higher because of the volume of large-scale work for government entities, giga-projects and national brands that need multi-city campaigns across Riyadh, Jeddah and the Eastern Province. Dubai's top end is shaped more by real estate developers, hospitality groups and regional headquarters running campaigns across several GCC countries from one office.

Language changes the scope too. A Dubai retainer is usually English-led, with Arabic versions for consumer-facing work. A Riyadh retainer should be Arabic-first, written in Saudi dialect, with English as the secondary language. If a Riyadh proposal prices Arabic as an add-on, that tells you how the agency thinks about the market.

Platform mix also shifts the budget. Snapchat and TikTok carry far more weight in Saudi Arabia, so a Riyadh retainer that covers only Google and Meta leaves a big audience untouched. In Dubai, LinkedIn often earns a place in B2B scopes.

The three pricing models

1. Monthly retainer

A fixed monthly fee for an agreed scope. It is the most common model in both cities because it gives the agency a stable team and gives you predictable cost. Digital Gravity's Saudi guide puts typical retainers at SAR 5,000 to 45,000 a month (June 2026).

Best for: ongoing work where results compound, such as SEO, content, social and always-on paid media.

Watch for: vague scopes. A retainer should list deliverables, channels, hours or headcount, and the KPIs it is judged on.

2. Performance-based fees

The most common version is a percentage of ad spend, usually 10% to 20%, often with a monthly minimum. 247 Agency notes the percentage typically falls once spend passes about SAR 50,000 a month (June 2026). Entasher reports minimums of SAR 3,000 to 10,000 for paid media management in Saudi Arabia (2026).

Purer forms exist: a fee per qualified lead, or a bonus tied to revenue or cost per acquisition. These align incentives well, but only when both sides agree on what counts as a qualified lead and the tracking is airtight. Expect a lower base fee plus a variable component, not zero fixed cost.

Best for: paid acquisition with clean conversion tracking and enough volume to measure.

Watch for: percentage-of-spend deals that reward the agency for spending more, not for spending better. Ask what happens to the fee if they cut wasted spend.

3. Project fees

A one-off price for a defined deliverable. Saudi guides quote campaign setup with tracking and dashboards at SAR 8,000 to 50,000 and brand identity at SAR 15,000 to 80,000 (Entasher, 2026). Digital Gravity KSA puts defined projects at about SAR 10,000 to 55,000 (June 2026).

Best for: website builds, brand identity, audits, launch campaigns and setting up tracking.

Watch for: a project with no plan for what happens after launch. A new website with no SEO or paid traffic behind it rarely pays back.

What a retainer should include

Most disputes between Gulf brands and their agencies come from scope, not price. Before you sign, get these written into the proposal:

  • Named channels and deliverables: for example, Google Search and Performance Max, Meta and Snapchat ads, four SEO articles, 12 social posts and four reels a month.
  • Team and seniority: who works on the account, their roles and roughly how many hours each month.
  • Languages: whether Arabic is written natively and in which dialect.
  • Creative production: how many shoot days and assets are included. Creative is the most common extra charge.
  • Tracking and reporting: GA4, conversion tracking, CRM integration and a dashboard you can open any time.
  • KPIs: cost per lead, return on ad spend, organic traffic to service pages or revenue, agreed in advance.
  • Ownership: ad accounts, analytics and content in your company's name.
  • Terms: minimum period, notice and what happens to work in progress if you leave.

Ad spend is never part of the retainer. If an agency quotes one number that blends fee and media, ask for them separately. For a worked example of how extras stack up on a Dubai retainer, read our breakdown of the real cost of a marketing agency in Dubai.

How to get quotes you can actually compare

Most brands send agencies a one-line brief ("we need digital marketing") and then wonder why the quotes range from AED 5,000 to AED 60,000. A one-page brief fixes that. Include:

  1. Your goal in numbers: for example, 120 qualified leads a month at under SAR 250 each, or AED 400,000 in monthly online sales.
  2. Markets and languages: UAE only, Saudi Arabia only, or both, and whether Arabic is the primary language.
  3. Current spend and channels: what you spend on each platform today and what has worked.
  4. What you already have: an in-house team, a designer, a website that converts, a CRM.
  5. Your budget range: agencies design very different plans for AED 10,000 and AED 40,000. Sharing a range saves weeks.

Then ask every shortlisted agency to price the same scope, with fee, production and media shown on separate lines. If you are hiring in both cities, ask whether one team will run both markets or whether Saudi work sits with a separate Arabic-first team. Either can work, but you should know who is writing your Saudi ads.

Agency vs in-house

An in-house marketer in Dubai costs AED 6,000 to 30,000+ a month per person, before visa, insurance and workspace (Digital Gravity, June 2026). A capable team for SEO, paid media, content and analytics means four or five hires, which already exceeds most SME agency retainers. The trade-off is control and speed of internal decisions.

The model we see work best for mid-sized Gulf brands is a strong in-house marketing lead who owns strategy and the brand, plus an agency for specialist execution. The agency should make that lead more effective, not replace them.

How to tell if a retainer is worth it

Judge the first 90 days on leading indicators: tracking fixed, campaigns restructured, cost per lead trending down, priority pages indexed and climbing. Judge months four to twelve on outcomes: qualified leads, pipeline and revenue against what you spent.

That is the standard we hold ourselves to. For Saudi health-tech company Waseel, our work delivered 400% more website traffic and a 500% higher ROI (Waseel case study). Results depend on the market, the offer and the budget, so ask any agency, including us, for case studies with numbers from your sector.

If you already spend on Google, Meta or Snapchat, run your numbers through our free ad spend analyser before you negotiate. Knowing how much of your current budget is wasted is the strongest position to negotiate from.

Frequently asked questions

How much does a digital marketing agency cost per month in Dubai?

Typical Dubai retainers run AED 2,000 to 7,000 a month for starter scopes, AED 7,000 to 20,000 for SME growth work with SEO, ads and tracking, and AED 20,000 to 50,000 for multi-channel programmes with video and CRO. Enterprise retainers start around AED 50,000. Ad spend is paid separately to Google, Meta or other platforms.

How much does a digital marketing agency cost per month in Riyadh?

Riyadh retainers typically run SAR 5,000 to 15,000 a month for small businesses covering one or two channels, SAR 15,000 to 40,000 for mid-market multi-channel work and SAR 40,000 to 150,000+ for enterprise programmes across several cities or markets. Arabic-first content should be included, not added on. Ad spend and influencer fees are extra.

Is Riyadh more expensive than Dubai for marketing agencies?

At SME level the two are close, because the dirham and riyal are both pegged to the dollar and published ranges overlap almost exactly. The difference shows at enterprise level, where Riyadh retainers can run higher because of government, giga-project and multi-city national campaigns. Saudi scopes also tend to cover more platforms, especially Snapchat and TikTok.

What is a fair management fee for paid ads?

The common market rate in both Dubai and Riyadh is 10% to 20% of monthly ad spend, usually with a minimum fee. In Saudi Arabia, published minimums run around SAR 3,000 to 10,000, and the percentage typically falls once spend passes about SAR 50,000 a month. Flat monthly fees are also common and avoid rewarding the agency simply for spending more.

How long should an agency contract be?

Agency contracts in the Gulf usually run three to twelve months. Three months is enough to judge paid media and tracking. SEO needs six months or more to show its trajectory. A sensible structure is an initial three or six-month term with clear KPIs, then a rolling monthly or quarterly renewal with 30 days' notice.
